Noticing this girl as she waited for the train to arrive, the photographer used a slow shutter speed to let the train blur while keeping her perfectly sharp. When both the subject and the background are moving, a slow shutter speed produces an impressionistic effect. Different shutter speeds produce different amounts of blur. Try several.
